Consular legalization is an administrative procedure with the function of certifying the value of a foreign public document, checking the authenticity of the signature on the document and the status of the signer.

When citizens of a country want a public document issued by its authorities to take effect in another country, or vice versa, a document issued by the authorities of another country, for example, country where that citizen resides, wants to take effect in that country. In such cases, the document needs to be recognized by the authorities of the State where it is issued.

 Under the provisions of the Decree No. 111/2011/ND-CP stipulating consular legalization.

+ Circular No. 01/2012/TT-BNG, guiding the implementation of some provisions of the Government’s Decree No. 111/2011/ND-CP dated December 5th, 2011 on consular legalization.

Consular legalization means the certification by Vietnamese competent agencies of seals, signatures, and titles on foreign documents so that those documents are recognized and used in Vietnam.

Consular legalization only certifies seals, signatures, and titles on the document, and does not imply certification of the content and form of the document.

CONSULAR LEGALIZATION OF CRIMINAL RECORDS CERTIFICATE NO. 1 FOR INTERNATIONAL STUDENTS  

How to get consular legalization of Criminal records certificate no. 1 in Vietnam for international students. A document issued in Vietnam is legalized by the consulate when used abroad and accompanied by a translation

Procedures:

Step 1: Prepare the application document after receiving the criminal records certificate No. 1

Step 2: Consular legalization. Carrying out the procedure for consular legalization at the Vietnamese Diplomatic Missions (Consulate or Department of Foreign Affairs, etc.) means that the Vietnamese Diplomatic Missions will affix a stamp to recognize that your Criminal Records Certificate is issued in Vietnam. The document made into 01 set includes:

+ 01 completed declaration with only one color of ink, not erasing.

+ 01 photocopy of identity card or passport of the applicant.

+ One original Criminal Records Certificate and one photocopy for filing.

 – If the foreign party requires a translation with consular legalization, you must submit a notarized translation to get the consular legalization.

Step 3: Bring the Certificate stamped by the Vietnamese Diplomatic Missions to the Consular Department – representative office of the foreign country in Vietnam to carry out the consular legalization procedure. After that, the Criminal Records Certificate shall be valid for use in this country.

Consular legalization document includes:

+ Application for consular legalization (provided by each agency)

+ The original of the Criminal records certificate with the stamp of Vietnamese Diplomatic Agency

+ Translation of the Criminal records certificate with the stamp of the Vietnamese Diplomatic Office (if consular legalization of translation is required)

+ 01 copy of document applying for consular legalization for filing. Your identity card or passport is required when submitting the application (in case of direct submission)
